At its basic level, anyone can create a Web site with a text editor. You can almost never go wrong with handwritten markup, but it's tedious and there's no way to create and manipulate graphics.
People who still hand-code their sites have much patience. In reality, it's time consuming and easy to make mistakes. With tools, you can validate the code while speeding up the process, and still do things by hand. Another option is software that shows how a Web page looks while you work.
