If you're like me, sometimes the obvious escapes you—pun very much intended, as you'll soon see. After you click that Draw Layer icon, you're stuck with the crosshairs until you draw a layer. However, if you press the Esc key, you'll be freed from that cursor and won't have to draw a layer after all. A single click in the document without dragging also frees you of the cursor. I'd rather use the Esc key than go through the process of adding something unwanted only to undo it. In fact, using the Esc key has the same cancellation effect for most situations in Dreamweaver in which you might change your mind.
